Is it an Alfa Romeo 50, a copy of Bussing-Nag 50, from 1931?

1933 FBR (Fross Büssing Rumpler) from Austria?

Is it a Fross-Büssing, but not based on The Rumpler patents?

No, it is neither a Fross-Büssing, nor based on Rumpler patents, but an Austrian FWD refuse truck based on German patents just like the Fross-Büssing Rumpler.
