yes, this one looks very much like the Noriker, but it is not a Steyr-Puch

It is a Steyr-Puch Noriker 4x4, utilising the VW LT bodyshell.

Are you sure? There were at least 9 Noriker built, two of them were vans. Are you looking for the LSVW designation, the Canadian Light Support Vehicle Wheeled where Steyr-Puch wasa ttempting to get the order with their Noriker? The puzzle car certainly looks like a Noriker:
