This is a Tomcar, a delightfull joyful French voitures sans permis from the 1980s, and most likely the diesel version with this front end, although some 50cc petrol models used this later frontal design as well.

Yes, it is the Diesel version. Tomcar identified its versions by the engine size, so name that and the point is yours.

You are right! From memory, the diesel Tomcar had a Lombardini 325cc engine, so I think it's a Tomcar 325(?).
