It's clearly somewhere warm and sunny, a tourist destination. The car I think is supposed to recreate a horse-drawn landau, the kind of thing a tourist or bride & groom would want to hire.

Maybe I should try the other end of the Mediterranean - Turkey ?

I reckon the background suggest somewhere like one of the Spanish islands - was this car intended to be part of a fleet of taxis for tourists on somewhere with limited traffic?
Not Spain but the rest is absolutely correct.
Locked for you!

nicanary, you were on the right path but unfortunately my lock went unnoticed.
You can still tell me the builder and which bigger project was behind this vehicle.

Locked for nicanary for 24hrs

Please unlock it PJ. I had a few wild guesses and then gave up. Also I saw the answer from another puzzler, and it would not be fair for me to continue. Thank your for being a gentleman, but I was intending to ask you to unlock it anyway.

Perhaps you could PM the other puzzler and let them finish off the answers.

No problem, Wendax found the car but there's more behind it.
It later became what he wrote...it was initially developed for a bigger project.
Do you want to try?

I can't! I didn't make a note of his answer! I'm still totally in the dark - let him investigate further.

Ok, open again for all.
Wendax, you already found it and 1 point is yours. You can either complete your answer (now deleted) or leave the missing bit.  ;)

Yes! What was the real aim of it?
BTW: I've been at the BioParco last week...it's not there anymore!

The main goal of the project is the development of an innovative electrically-powered vintage carriage (Botticella) and its experimentation in the touristic centre of Rome. Two different phases have been foreseen:
1.the first phase have seen the designing and the construction of two prototypes of the electric vehicle and it will be concluded in 2013;
2.the second phase will be later carried out and sees the integration of the first two prototypes in the municipal fleet.

Yes!
There was a project to eliminate the folkloristic horse-drawn carriages in Rome (called Botticelle) with this vehicle built to resemble an old Biga but the lobby of the drivers was more powerful of the one supporting animal rights.
