This looks like the Exel (two models were planned, the Parc and Plus; basicially both the same), an electric car from France, and shown at the Paris Salon in prototype form around 15 years ago from memory.
A car is for life, not just for Christmas.

Exactly. One more point for you. Exel offered some electric cars around 1995, the Plus, the Chrono and the Parc, the latter two being 45 cm longer than the Plus.
