It is the Milli Union formula 500 with Gerry Millinghton (the builder) at Lulsgate in April 1949

Yes, you get the point for that. It was originally powered by a Norton ES2 engine, but that was too weak, so a Rudge was fitted, and that wasn't fast enough, so in 1949 a Manx Norton engine was installed. The photo as you say dates from 1949.
