So, when you say that it is not in France, do you mean 'mainland France'? So could it be Corsica?

Yes. Well done. It's the collection area and start at Bouley Bay hillclimb. I admit that I have no proof that the driver is Rodney Clarke, but that was his car, and I have no reason to believe it is anybody else behind the wheel.

I hadn't found that previous puzzle when doing my "search" - the car in the background is an L2, same as my puzzle.
