What an interesting vehicle!!!
Never heard of it even if it is from my era and my area (I lived just south of Los Angeles/Hollywood in 1949.
An observation if I may. I wonder in what country today such a concept would be allowed on the sidewalk.
That quite large propeller turning at 17,000 rpm with no guard around it sitting in front of the vehicle looks pretty dangerous to me when used near children etc.
But, come to think of it, what regulatory agency would have authority over such a thing. It is not an automobile so in our country the NHTSA probably could not rule on it, it is not really a toy so those protective agencies might not be responsible either. Maybe it would be up to the local police to determine if it could run on public sidewalks or be restricted to a non public area.
