Never mind the above, I found it.  It is a Czech supercar proposal called a: Sbeza Vertigo.

Ooooops!  Sorry, I was so excited about finding the vehicle name, that I completely forgot about locating the name of the designer.  Finding the designer's name actually took longer than finding the name of the car.  According to my source, the designer's name is: Dominik Robek.
