This car has been pictured elsewhere on AP but never puzzled.
What is it and who is it by, for 1 point?:

ANYONE FOUND GIVING ANSWERS OBTAINED BY USING GOOGLE SEARCH BY IMAGE MAY BE BANNED FOR AN INDETERMINATE PERIOD, AND THIS PUZZLE IS ONLY OPEN TO THOSE WHO HAVE EXPRESSED THEIR AGREEMENT TO THAT IN THE THREAD IN THE NEWS AND INFORMATION SECTION.

You've got the right car and designer, though that's not quite the answer I'm looking for.
Are you sure it's an Autobianchi in this picture?
What project was it part of?

Apparently it's not locked for Serra so may I answer ? I've found it as a G31 project by Pio Manzu. It started as a project for Fiat then it was transferred to Autobianchi. The original picture shows that the car has Fiat Dino wheels.

Well OK, I didn't say it was locked but I was asking serra the question..
That's the answer I was looking for - it was the G.31 project.  I have seen this car referred to as a Fiat X1/8 but I'm not sure how accurate that is.
I think I'll give serra a point as well as really this was his puzzle.

Here's the photo before I gave it new wheels:
