That's right, yes!
I've been trying to get corroboration of that but I can't find any other pictures of this car, which is credited to Rocco Motto.
He did desig a few other 4CVs around that time so it is entirely plausible, although none of them look much like this one.

New information has come to light which shows this design had nothing to do with Motto at all!
It is a 1954 proposal by Brissoneau and Lotz for a Rosier 4CV Barquette.
I'll change the title.
