It's very small, and apparently not very old by the looks of the suspension system. Is it motorbike-engine-powered?

No, the engine is from a car, but as you say is not a big one.

The front suspension and steering look like they are from a mid-1970s Ford Mustang II, apparently much favoured by rodders.

I don't know what chassis was used, but the suspension could well be from a Mustang, as some Ford parts were used.
The engine is Ford USA, but that's not where this car was built.

It was built in a country of LHD cars, yes, and it's based around a US car, but it wasn't built in the USA.
