This looks too obvious, so I'm probably wrong, but is this a Land Rover Series II "109" clone produced by Santana (Santa Ana) of Spain?  It appears to be a double roofed Safari version, so perhaps it is one of the kits that Santana supplied to Morocco or Costa Rica.

It was made in 1998 with  70 per cent Syrian parts and had a 2000 cc engine and four-wheel-drive.  It was made by Ram Industries
"A private Syrian company has displayed the first car made in Syria which the company intends to market locally and in Arab markets. The Jeep car is on display at Raam Factory near Damascus. It is equipped with a Japanese engine of 2,000 CC. It consumes one liter of gasoline per nine km and will be sold for US $7,000."

The car was built from scratch by the Syrian company some 50 years ago.
But the engine and chassis were taken from another well-known car.
