I've found another picture of this car, which is meant to be an evocation of the Bugatti Royale Esders Roadster based on a Citroën 2cv.

Not sure about the builder : is it Mr Leroy ?

It's not a child's car, but Oko94 is on the right lines, as it is a 2CV-based evocation of the Bugatti Royale.  It's builder is not a Mr Leroy though.

Sorry sixtee5cuda but I think I found the answer, the Karine 6 was made by Jean-Claude Fois.
