Definitely not, even if the base is well known.
This is a one-off based on a vehicle made in a very limited quantity.

Was the base a three-wheeler as well, or was it modified?

The wheels were originally four; I'm not sure if this has a single rear wheel or a very narrow track. The mechanics have been indeed heavily modified. There is a story behind.

No. Read the previous replies: the base is well-known, but made in a very limited quantity. This is a clue.

I think that the base could be a Moretti La Cita 350 of 1948, but I haven't any idea about the rest of the history...

I don't know any history...I just guessed Alca Volpe because of the kind of vehicle and the front lights, and Riva because of the family feeling with his Fiat 1400 coupè.

Good guess!

So, time to tell the story behind: Riva was one of the several involved (and cheated) in the ALCA Volpe adventure. They made the body of the few units produced before the company managers run away with the money.
After a long trial, the only reimbursement that was assigned to Mario Riva for his job was an uncomplete car, not in running-condition. However, this was in the eraly 50s, when the Volpe styling was rather old, and so he decided to modify (I don't know how) the mechanichs, install an engine to made it running and also to make a new body, with a more modern and attractive styling.
