It's a sketch and scale model made by C.E.P. Classic Cars GmbH in Frankfurt am Main. I think C.E.P stands for the owner of the company Carl E. Press.
It should have been a classic model roadster, based on modern (Ford 3,0 Litre engine) tecnics. The scale model was painted in red.
If the model had a name I don't know.

It seems you're talking about the same car as the design model was indeed red though I have many parts of that story completely different..
According to my source the car was named after a (slightly mispelled) bird. This name (correctly spelled!) was used in automotive (racing!) history before.
I don't know of a company CEP, but have a name (forename & surname) for the designer/builder.

I marked the right parts in green and the wrong/still missing parts red. The parts I didn't know of are marked blue.

Allemano, I don't think I will find the name and data you have.

I have mine from an article I think from the late 80's - early 90's from the German magazine - It looks like RallyeRacing.
It says:

...Ein Roadster im klassichen Stil der 50er und 60er Jahre, kombiniert mit zuverlässiger Grossserientechnik von Ford, wird zur Zeit von der
CEP Classic Cars GmbH in Frankfurt gebaut. Der nostalgische Zweisitzer wird ein Drieliter- Aggregat mit 145 PS bei 5.500 U/min aufweisen
und somit über Zweifel an Leistung erhaben sein. Die ehrgeizigen Autobauer vom Main streben eine Wiederbelebung des klassischen
Roadster-Gedanken an - mit moderner Technik, aber jenem Hauch von "Seele", den man heute oft vermisst...

The drawing in your Puzzle and a picture of a red 'scale'-model (side) of this roadster (it looks a bit like a BMW 507 Roadster) are placed at this article,
but no further information. Maybe the drawing/concept was made by an extern designer and CEP was the company which should have built the car.

For the name You referred to the name of a bird. The Lorenz & Rankl built sportscar is named 'Silver Falcon'. The body does have some similarities, the mechanicals not at all.I don't think there's a link with L&R.

I have a pic of the badge which clearly shows the name. It's a mix of the 'bird's' name and the capacity..

Earlier you stated '3.0' is not right, so it must be the '2.9'. On the badge is the name and engine capacity (and not the fi), so 'Kestrel 2900' will look good.

in an earlier reply were I mentioned the name Kestrel you stated: 'so far so good'. So Kestrel looked right to me, the same with the engine capacity!!!

I meant I have a pic of the badge showing the right name and that you have guessed the right engine.
You're assuming correctly that the name is related to the capacity (not 2,9 not 2900..) and to a bird's name, which is NOT 'Kestrel'.

Walter Scheuer from Friedrichsdorf started his project in 1986. A power should have been provided by a Ford 2.9-liter 145hp engine. This was clearly inspired by classic cars of the '50s and '60s, yet it was not a replica of any kind.

The Chaparral 290 GT - as this car was titled should have been presented at IAA Frankfurt in 1989. However, only a scale model painted in red was built and the car has never made to anything bigger.

Mr Scheuer was not able to realize his dream thus this car and this project has been long forgotten and has even managed to slip away from the greatest books and encyclopedias. Until today!
