Rats, I liked that Howard scenario.  Alright, let;s try:

Car 9: A Niesner, manufactured in Vienna, from about 1908. - Place 4: A scene from the 1949 British film "The Third Man" which was filmed on location in early postwar Vienna.  The connection is the car was manufactured in Vienna, and the film was shot (manufactured) in Vienna.

You didn't say in your opening posting whether you would answer questions regarding individual components (car - place) in order to establish their idinity so they can be paired.  If you will, is Car 9 a European marque?

Ask whatever you like. The only questions I won't answer are those regarding the connection before car and place are positively identified.

Car 9 is from Europe, but may prove tricky.

The picture for Car 9 looks strange, especially the wheels which look out of proportion to the rest of the car.  Is Car 9 much newer than it appears, and thus perhaps a not particularly accurate replicar, child's car or homebuilt?

So, if this vehicle is not much newer than it appears, and not a replicar, child's car,  homebuilt, toy or model, am I to conclude that this is in fact a picture or drawing of a production car (or pre-production prototype), that is about the age that it appears (about 1910)?

I'm not sure, but I might have made a bit of progress on the pairing of Car 9 and Place 4.

It's been established that Place 4 is a still from the 1949 film The Third Man. It shows Trevor Howard as Major Calloway sitting in the Zentralfriedhof (Central Cemetery) in Vienna. In fact he may well be sitting in Shepperton Studios in London, where they built a set to re-create part of the cemetery, but I won't argue about that.

Despite its name, the cemetery is not in the centre of Vienna, but in an outer city district called Simmering, which is also an industrial area.

The wheels on Car 4 look odd, and for a time I wondered if they might have electric motors built into them, but then it also struck me that the car does not seem to have a steering wheel. So I think it may be a draisine, a light vehicle intended to run on railway lines.

I haven't been able to find the puzzle picture, but I found the photo below, which has enough points of similarity for it to be worth a try. The book I found the photo in says it was made by the Simmeringer Waggonfabrik in 1925. I'm not certain, but I think this is the company whose full name was Maschinen- und Waggonbaufabrik AG, of Wien-Simmering.

Well now that Tom_I has done a masterful job with Car 9 (I was nowhere close), I'll move on.

Car 6 looks like a Citroen 2CV (originally manufactured in Paris) modified into a roadster, and Place 5 has already been identified as Passage Cottin in Paris.  So I'll guess that these two are a pair, with the connection being Paris.

A very wild guess.

Car 12 bears some resemblance to a Shark, by Classic Motors of Plymouth, Devon, UK. - Place 9 looks like it could be somewhere in the southwest UK, perhaps Devon.  Therefore I'll try: Car 12 - Place 9, with the connection being Devon, UK.

Place 9 looks like a smallish river town.  If the area is Devon, perhaps Place 9 is Dartmouth on the River Dart?  If so, perhaps Car 12 could be a Daimler Dart, with the connection being Dart.

Yes, it is the River Dart near Dartmouth, and the car is a modified Daimler Dart aka SP 250.

That leaves just one pair, of which the place is already identified. Who will find out about the car and the connection?
