I'm not sure, but I might have made a bit of progress on the pairing of Car 9 and Place 4.
It's been established that Place 4 is a still from the 1949 film The Third Man. It shows Trevor Howard as Major Calloway sitting in the Zentralfriedhof (Central Cemetery) in Vienna. In fact he may well be sitting in Shepperton Studios in London, where they built a set to re-create part of the cemetery, but I won't argue about that.
Despite its name, the cemetery is not in the centre of Vienna, but in an outer city district called Simmering, which is also an industrial area.
The wheels on Car 4 look odd, and for a time I wondered if they might have electric motors built into them, but then it also struck me that the car does not seem to have a steering wheel. So I think it may be a draisine, a light vehicle intended to run on railway lines.
I haven't been able to find the puzzle picture, but I found the photo below, which has enough points of similarity for it to be worth a try. The book I found the photo in says it was made by the Simmeringer Waggonfabrik in 1925. I'm not certain, but I think this is the company whose full name was Maschinen- und Waggonbaufabrik AG, of Wien-Simmering.
