Yes, well solved! It was built for a short-lived French low-cost race series, basically 500cc F3 with three wheels (Formula 500-3).

The driver I assume is showing the car to a photographer, rather than taking part in a race. He is dressed like one of the Marzotto brothers, or RRC Walker.
