I think It is the 1922 French GP at Strasbourg.  Giulio Foresti leads with his #14 Ballot 2LS Pierre de Vizcaya with his #12  bugatti type 30.
First I thought that both cars were bugatti but then I saw the anchor.
Here there is a nice picture about the Ballot.

And the point goes to Serra for the complete answer.  In fact, you included more information than I had, when I posted the puzzle.

I recently tried searching for the Anchor, thinking it was actually a religious cross.  Various sources also describe the Bugatti as a Type 29/30.

Your Ballot image has part of the aerodynamic nose removed.  In theory, this area contained the spare tire.  In practice, the spare was not carried during the race, to save weight.

Somewhere I have a photo I took of it in the 1980s with the buildings still recognisable.

I defer to someone who's been there - I just looked at a circuit map.

The anchor represents the Ballot marque badge , which consisted largely of an anchor with the letters E and B either side of the upright. I have no idea whether the E stands for Ernest (Ballot) or the title of the company - Ets Ballot SA. (There should be an acute accent over the E and my schoolboy French has deserted me as to what it's short for).
I must be right - that's what it says on Wikipedia

As I said, I was there in October 1986, and here is my photo of the corner (taken against the sun so poor quality) in roughly the same alignment as the OP. The second, much as Serra's No 9, shows the beginning of the straight they were turning into with the Croix d'Or on the right.

They went better with wheels leaning forward, y'know.

Good job that focal plane shutters moved downwards as photos of speeding cars leaning backards wouldn't have been right!
