From what I can see of the mechanicals, they appear to be Mopar based [thats Chry, Desoto, Dodge and Plym].

It looks as if it may be riding on a Chrysler Imperial chassis of about 1930-1 with a straight eight side-valve engine. Don't know who the builder is, though.

Maybe something to do with the Indy 500?

The frame was fabricated by the builder; the axles and wheels are from a Chrysler brand.

There is no direct Indy connection, but that fabled race was the inspiration for the builder.

1932 Ron Williams 1930s Indy Car Replica. 1930's Era 2 Man Indy Car Replica. Drivetrain and suspension from 1932 Dodge. Everything in fine working order. Vehicle runs great and drives fine. Tranny has free wheeling which is attached and working. Original gauges from 1932 Dodge mounted in machine-turned dash, including speedometer. Body is hand formed 3003 H-14 aluminum, .050 & .062. Finished to a professional quality. Painted Viper red, base clear coat. Frame is made from 2x3 box tubing. Frame and running gear painted flat black. Original spoke wheels with new tires. Car can be vintage raced if they allow replicas. Sold as a race car only, no title, but could me made streetable with very little effort. Aluminum bucket seats with new upholstery and seat belts with shoulder harnesses. Car was buiilt by a very experienced chassis builder and drives like a 1930's Indy car. Great for charity rides, vintage racing, shows.
