I suspect this is later than the Scottish Aviation Scamp, but do wonder if this might be the base for that electric car?

To answer the questions:

1. I think this is an unfinished prototype
2. It did have its own power source (although I don't know it, I'm guessing electric)
3. It's about contemporaneous with the Scamp electric car
