Some sort of cooling/heating - it looks like a big tube coming off it so I am taking a stab at it being fed from the cars HVAC system.

No... it shouldn't be a limousine...
The purpose of this object does not accord with this type of car, even if I don't exclude it could had beeen used on limousines as well... it depends on what use you want to do of a limousine...  ;)
