My very first impression was the right one!

So it is a batmobile, drawn by Sheldon Moldoff and Bob Kane, as it appeared in "The Night Batman Destroyed Gotham City" published in 1967 in Detective Comics Vol 1 362.

I have it as being by Sheldon Moldoff and Joe Giella. But you seem to know your comic books, so I'll defer to your expertise.

We are both right since Sheldon Moldoff and Bob Kane did the drawing and Joe Giella did the inking!
