Sorry about the fuzzy picture, it's the best I could find.

For a point, I need to know who was responsible for this invention, as well as what it was called, as well as the year.

It's a Micheline Type 11 by Michelin, the first train running on tyres. The first prototypes have been made in 1929 and this model is from 1931.

I'll give you both a point. It's a Michelin Type 11 from 1931 (some sources say 1932), with pneumatic Michelin tyres. I understand this railcar was in England.

Yes, the same thing has happened to me, and those turn out to be the puzzles that are solved before I have a chance to answer them. Incidentally, I think that lower rail car is based on a Hispano.
