It is the GAZ-A-Tsvetkov,  based on a GAZ-A and built in 1936 by G.A. Tsvetkov, deputy director of the Leningrad post office garage. The streamlined body was made of steel sheet mounted on a wood frame with a production GAZ-A  inline 4 cylinder, 3285 cc., 40 hp engine.
The car set a few national speed records.
The puzzle picture shows driver A. Rymko at the wheel  and Tsvetkov standing next to the car.
