Goodness me! Citroen Dyane side windows, Volvo grille and Citroen DS (the proper, original DS, that is) wheels. So, it may have oleo-pneumatic suspension, allowing it to be lowered or raised to a given height, the engine may be from a Volvo and it looks as if it's used for nudging other craft. The stretched front seems to be a sort of staging area which leads passengers towards the rear via step-plates on the wings. It also has seats for several passengers and a raised pilot's cab. It really does look amphibious, so maybe a craft for taking people from riverside to their craft moored on a river or lake.
As to what it's called, no amount of searching has shown me anything, but I now do know more about how many amphibious vehicles are out there and tidying my workshop has been delayed by Autopuzzles addictive nature once again....
