1896 Pennington Tricar, at the 14 November 1896 Emancipation Run, from London to Brighton, organized as a celebration of the recently passed Locomotives on Highways Act 1896 that increased the speed limit to 14 mph.

That's more info than I had. As yours is more complete, I'm calling this one solved (my source says 1897).
