I don't have a lot of information about the car, but I can tell you it is French.  The creation of this car is credited to a single engineer.  I do not know if it was created from scratch, or if he simply rebodied another car.

1926 Sedan bodied by engineer M. de Groulard, using reinforced concrete.

I haven't found a lot of information about this car, other than an article from 1926.
