What's this and from when ?

It's obviously an Indy -style track racer. Is it production-based or powered by Miller?

The car indeed has Indy history. It's not Miller-powered and is based upon a production car

Not a Buick. Less known in Indy circles AFAIK and just a handful of cars were built  ;)

It seems to be referred to as a Graham 8 Lucenti Special. It was constructed in 1932 and finished 10th in the Indy 500 in 1934.
