It seems to have a very short wheelbase. Is it Berkeley-based ?

..Well spotted, because it is indeed based on a Berkeley..

It looks exactly like a car I drew in study hall 40+ years ago. I had no idea that someone found the drawings and built it!  :o

..but it wasn't actually designed by Otto!

It is a Ibis Buck (Berkeley) by Tim Monk Mason. Cross checking Berkeley and New Zealand lead to the solution...

Yes, it is Tim Monck-Mason sitting in the buck for the Ibis Berkeley he built with Ian Byrd.  Although Berkeley-based I understand it uses front and rear sub-frames from the Mini.
