This is a one-off derivated of the SEAT 600 given by Prince Juan Carlos (not king yet at that time) to his son Felipe. Itīs preserved in the collection of the royal palace in Madrid.

I haven't found any information about the builder of this car.  I do have more pictures.  The first one I found online, shows detail of the "exhaust pipe", but it actually a reverse image.
