Do not know the car but is that a Leyland A-Series Engine? So therefore British ?

It is based on a British car.  I believe it is an A-Series engine.

This is the 'Bullet Car' - designed (loosely) for use in congested London streets, the idea being that two narrow cars can fit in one regular size lane... the plan is amazingly flawed, and the car is a total lash-up. It's been sat in an industrial estate in Durrington for several years, and every now and then the creator attempts to sell it on ebay for a ludicrous amount of money.

I believe it was John Wood. And it turns out he actually spelled it 'Bullit' not 'Bullet'

My notes said Bullit as well.  It is hard to read on the rear hatch or roof.
