Who owns this old race car, and what car is it based upon?  What sort of engine does it have?

Looks like a miniature Alfa Bi-Motore built for Avus.
I must be right - that's what it says on Wikipedia

It is a small car, but intended for an adult driver.  Not Italian.

I believe it resembles a Brooklands record car.  I don't think it was intentionally built to replicate one.

Wild guess, then...at least for the base car: Sunbeam?

Austin Seven Streamliner of 1931.
Took four H-Class records at Montlhéry in September 1931 driven Gwenda Stewart.

LOCKED for PGuillem.

It resembles the 1931 Austin from Montlhéry.  Most probably this is a modern recreation.  There is not a lot of information available on this specific car.

PGuillem, can you provide the name of the car owner for the point?

One point for PGuillem, one point for Wendax.  (It seems to be a 1935, but I thought 1936 as well.)

Not Sunbeam

(The streamlined car is resembles, is from a location other than Brooklands, AFAIK)

It does resemble the enormous LSR car Golden Arrow, particularly from the rear. That car used the side pods as coolant tanks.
