The separation line is well hidden, but the front is designed to part company with the back if you accelerate hard with the wheels in this position. This way you can make use of two small parking spaces instead of searching for one normal-sized one. What will they think of next?

Considering the extreme steering angles, is it driven by electric motors in the wheels?

The name of the car is ROMO.  Or RomoMobil.  By DLR, with some BMW assistance (translation difficulties).  More to come...

Built by DLR, the German Aerospace Center, at the Robotics and Mechatronics Center (RMC).  Revealed in October of 2012.

ROMO or RoBoMobil

Can be controlled by joystick in the car, probably by either the left or right passenger.  Has numerous cameras outside, providing 360 degree vision.  Can also be controlled remotely/externally.
