Well, it seems to be a fan-cylinder Anzani engine of about 1909 so probably French.
Marcel Leyat's cars had tractor props. rather than the pusher this has so probably not him nor the man behind Traction Aerienne whose cars were similar and was later anyway.

The date is just one year off, but it is not French.

I suppose this car could be the Garbaccio air propelled, built in Italy about 1913.

Bad news for you: the car was not built in Italy  :(

Nevertheless, the point is yours, because you have identified the car. It is the propeller car built by Francois Garbaccio from Sierre in Switzerland. The year 1913 is correct, too, despite my response that 1909 would be just one year off. The source I took the picture from dated it as being from 1908, but a look in a book about Swiss cars leads me to the conclusion that Garbaccio built a muscle-powered plane in 1908, but this car in 1913.
