I think this car is a fiberglass job. Perhaps the body looks so goofy because the chassis is a short one, so I guess it is Austin Healey based.

This is the Ribble G-46, which used to be known as the Sammio G46 Spyder, based on a Reliant Scimitar GTE.

I agree; no doubt its creator thought it looked good and maybe they started out with something that wasn't too bad looking but just pumped a bit too much air into it until it looked like a boob-job gone wrong....!
