I have no idea who made this vehicle, but it appears to be an amphibious bus or RV (complete with lifeboat/canoe).  Its shape suggests that it might have been designed by a producer of dirigible cabins.

Another strange-looking vehicle, which doesn't seem to be a Carling Home.  I found it identified as "French 1928", but Google Image Search brings strange results in this case. Who knows ?
