Is it some form of construction equipment, i.e. a vehicle designed for use by the construction industry?

Is it capable of moving independently or does it have to be towed?

Those three cables intrigue me.  As it wasn't a form of construction equipment, it couldn't be a mobile generator so were the cables its power supply?  Was this an electric powered vehicle?

I don't know what the cables are there for exactly. The car is not electric powered.

Are we looking at the main lights for the vehicle.

I also figure that it ended up as a military vehicle so it was designed for civilian use first?
