Saying that it is 2CV-based would lead you in the wrong direction. It uses some 2CV parts.

Searching my database for something electric and Citroën gave me Rocaboy-Kirchner. Searching this in Google lead me to
Rocaboy-Kirchner RK 200-04.

Exactly, this is the light commercial van version of the Rocaboy-Kirchner, which was a predecessor of the Volta VE1 (http://www.autopuzzles.com/forum/index.php?topic=15044).

We had the Rocaboy-Kirchner sedan prototype (http://www.autopuzzles.com/forum/index.php?topic=10979) and production version (http://www.autopuzzles.com/forum/index.php?topic=14681) before.
