PA stands for Praillet & Antoine.
Maybe it is Perfect. If not: the wikipedia entry lists the Tragatsch motorcycle encyclopedia as a source. I can only check it on Saturday for a model name. It is up to you whether you keep locked it until then.

Well, the model name is not complicated.
It is more like a description of the vehicle itself.
Or better - it says for which target group this was built.
