Can you tell me who's responsible for this strange vehicle?

That's a Christie front-drive tractor attached to a horse-drawn era steam fire engine. It was used by Engine Company 8 of the Boston Fire Department around 1914 or so.  These front-drive tractors were made by several manufacturers around this time, and were very popular with fire departments large and small as they allowed them to convert formerly horse-drawn steamers and ladder trucks to motorized equipment without replacing the whole unit.
