It looks like a Fiat 508 Balilla Giardiniera with an unusual body, but I suppose it can't be so easy so I'll try:
Polski Fiat 508?

The base is actually a Fiat 508, but not Polsky.

Actually I don't know, but I think the base car is a normal Fiat 508; is anyway possible it is a Simca-Fiat, while I would be surprised if the coachbuilder should have used a NSU-Fiat.
