Those heavy duty rear wheels, and box under the passenger seat, lead me to think that this vehicle might be electric, or at least a hybrid (which did exist at this time).  So is this car at least partially electric, and, if so, a French design, or manufactured under foreign license?

No not Aster and as far as I could research these cars never used Aster engines.

Not SCAR. This company already existed by the time cars appeared, very early on they started making cars under license and were also involved in another means of transport. They continued in business after giving up car production.

Hurtu made sewing machines and bicycles before cars and in 1930 stopped car production but continued making machinery.
