Its a Packard built privately from some pinninfarina drawings found in an auto jumble.

Yes you are right but what Packard was it based on, who made it and what is it called?

1952 Packard Coupe by Pininfarina originally designed in 1950. Sources simply infer that it was designed to be built from standard parts (whatever that means), and I assume the base car was a 200.
I must be right - that's what it says on Wikipedia

It was built by Peter Portugal - as far as I can see he calls it Packard Concept Car Pininfarina GT.
I must be right - that's what it says on Wikipedia

This is the 1952 Packard "Parisian", built for Carl Schnieder by Peter Portugal (as nicanary said). Carl apparently saw the original 1950 Pinin Farina styling drawings at the 1996 Paris Retromobile show, and had the car built along with two others (the "Pacifica" retractable coupe, based on a Saga magazine design contest winner, and the "El Paso" woody station wagon). For the Parisian, he supposedly started with a 1952 Packard 250 Mayfair two-door hardtop.
