The car looks like a 1926 Chevrolet.  Are this people enjoing  a pause during a movie working?

Chevrolet yes but a little newer and even though a film was involved, what's important is what they did with this car.

I think that there was a documentary film shot, sometime around 1928, regarding a drive up the Pan American highway from Buenos Aires to New York City.  Could this be the car, a 1928 Chevrolet, used in that documentary?

Did they use the car to film a train robbery?

Not sure what specific details you are looking for, but here is some information that I was able to piece together.  In 1928, two brothers from Buenos Aires, Adan and Andres Stoessel, set off in a Chevrolet with the intention of driving all the way to New York City. Their successful journey, which took them two years and 15 days, was documented on film, shot by them in route, in The Stoessel Expedition,  The travelers faced many trials and hardships as they passed through primitive areas, including the theft of a portion of the film by bandits, and the film contains many unique images of the areas they passed through.  The successful travelers were treated as heroes upon their arrival in New York, were invited to the White House, and the car was put on display at The General Motors Museum in Detroit.  In addition to the film, the adventure was described in the 1930 book, 32,000 Miles of Adventure.

It's the 1928 Chevrolet which Adan and Andrés Stoessel drove from Buenos Aires to New York, they made a film about the trip, you can see it here: http://www.youtube.com/watch?v=3xEoxx9COmI
Nobody had ever joined Argentina and USA by car before, they followed the newly planned, but still not built, 47,958 kilometres (29,800 mi) Pan-American Highway and encountered great obstacles. Today you still can't drive all the way, there is a 159 km (99 mi) gap in Panama.

Strange, that the Chevy took 2 years, while the Ford took 9 years:
