The car is a Delage 2LCV. The man is Juan Malcolm, I'm not too sure why he's chained to his bed. This explaination was on a forum;

"In those days, competitors must register by sending a telegram, and I've read that arrived in the city a time before, to test the circuit and their cars, so we needed a place to rest during that time, I think that picture was taken in a house that hosted this participant or maybe in a hotel in the city, I do not know the circumstances in which the photo was taken, I think maybe he just wanted to be funny...
I've also read about other races such as Rafaela, a pilot of that time in an interview he said "Go to car racing in the city of Rafaela, was like going on vacation" as it would be fun I think!
One of the races that took place in Esperanza was first transmitted by radio in Argentina "

Yes that was a perfect answer, including doubt about why he was chained to the car, a possible explanation is that racer wanted to be sure their cars were not tampered with.
