Man, it looks like a 1996 Suzuki Alto Works. I don't think it is, though.

it is a Mishka, but I need the manufacturer, the model name and the year for a point.
It it much younger than 2003.

From what i can put toghether this car was a proyect of "Mishka-Tula-Moscow" that started in 1997. The model name is TM 1131 "Mishka" (Bear) and is being produced since 2012 by ZIL

It is not produced by ZIL :) Otherwise you found the car. Just to recap, ASM Holding, the Russian auto industry association developed a minicar which was introduced in 2001. Called Mishka (Bear), it was powered by a Memz 245 engine which also powered the ZAZ Tavria and Slavuta.
Over the years ASM Holding tried to put the car into production. Last attempt was by former chess world champion, Anatoly Karpov who set up Mishka-Tula-Moscow company with the aim of producing the Mishka. But nothing came out of it either.
