I think it's Russian, maybe even related to VAZ somehow. Can't remember anything certain, but guess I've even seen it (or rather its remains) in person.

It's ЗиМ-1902 "Мулат", built in Kharkov in 1997. "ЗиМ" decrypted as "Завод имени Малышева".
