This interesting little car is a concept by the freelance designer Uros Pavasovic called "Fiat Scratch".  It was designed on a 3D CAD system by Autodesk, entered in The Michelin Challenge Design and shown at the 2007 North American International Auto Show in Detroit.

The other car already featured on AutoPuzzles is your PJ488, a custom design/built car called "RoadQueen Diva".

I'm not totally sure what you are looking for regarding innovation, but I suppose that it the interesting painting technique whereby several layers of different colored paint completely overlay the car, with the lower layers revealed as the upper layers are worn/damaged, hence the name "Scratch".  The designer likens the idea to a worn pair of jeans whose appearance is always changing as they wear, and each car so built becomes unique in appearance, over time, as it is damaged uniquely.
