The wheels look like they are from a rear-engined Škoda. Is that what this car is based on?

This is a home-built Slovak car, built as a project by a 17-year-old named Andreas. He called it the "Project RECRUIT", and it is, as others have guessed, based on an old Skoda 120 and other Skoda mechanical bits. It's really a pretty neat story . . . apparently Andreas had seen some examples of similar cars on television's Discovery Channel, and they inspired him to build one of his own. He estimated that it took him around 660 hours and cost about 1000 Euros to complete. I would say he did a great job!
